I have like 13 or 14 art submissions uploaded, but when i go to them, it shows the picture, and where the 1-5 ranking thing is, it says "this user has not been scouted" or something. can someone help me out?

Your art is really not up to par yet. Most of it is sketches and not really high on merit. Practice more.
Also don't ask to be scouted. It only hurts your chances.
